RFQ: Security Camera Upgrades

Sealed bids will be received until 11:00 a.m., Eastern Daylight Time, on the 10th day of March 2026, at the office of the Treasurer of the St. Clairsville-Richland City School District (“District”), 108 Woodrow Ave., St. Clairsville, OH 43950, for the installation of security cameras in the school buildings in the District (“the Project”). The Project specifications are attached hereto.

All bids must conform to applicable statutory law, Board policies, general bidding requirements, and the attached Project specifications.

All bids must state the name of every person and/or entity possessing a financial interest in the proposed contract with the Board. The submitted bid must be completed in its entirety, either typewritten or handwritten in ink, and signed by the bidder. No oral, telephonic, or telegraphic bids or bid modifications will be considered by the Board. All bids must be sealed when submitted.

All bids must be accompanied by either a bid and performance bond in the full amount of the bid tendered as a guarantee that the bidder will, if the award is made to the bidder, enter into a proper contract with the Board, or a certified check, cashier’s check, money order, or letter of credit in an amount equal to ten percent (10%) of the bid tendered as a guarantee that the bidder will, if the award is made to the bidder, enter into a proper contract with the Board and furnish a performance bond for the amount of the contract at the time the bidder executes the contract. All such bonds, certified checks, cashier’s checks, money orders, and letters of credit must be payable to the Board. Additionally, the attached Contractor’s Personal Property Tax Affidavit must be included with all bids.

No bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for the receipt of the bids.

The Treasurer will publicly open and read aloud all bids in the presence of at least one witness on March 10th, 2026, at noon at the office of the Treasurer of the District, 108 Woodrow Ave., St. Clairsville, OH 43950.

Any bid that is incomplete, conditional, obscure, contains additions not requested, or contains irregularities of any kind, or that does not conform with the applicable statutory law, Board policies, these general bidding requirements, or the attached Project specifications, shall be grounds for rejection of such bid by the Board. Late bids will not be accepted and will be returned unopened.

The Board will accept the bid submitted by the lowest responsible bidder. In determining which bid is lowest, the Board may consider factors such as discounts (only when prior experience indicates that such discounts are usually taken), transportation costs, and life cycle costs. In determining whether a bidder is deemed “responsible,” the Board will consider the bidder’s experience, financial condition, conduct and performance on previous contracts, facilities, management skills, and ability to execute the contract properly. The bidder must provide all information and evidence necessary for the Board of Education to make such determinations.

Specification of Requirements:

The following will be the scope of work for the Project: Qualified vendors must propose a surveillance system solution that includes:

1. Installation of high-resolution 4K / 5MP cameras, with sound capabilities in select locations. 2. Cameras must be cloud-based, providing remote access and real-time monitoring.

3. A mobile application must be available for seamless access to the camera system on/off campus.

4. Integration of facial recognition technology with the ability to identify and track individuals.

5. Smart search functionalities enabling searches by face recognition, clothing colors, and patterns.

6. Cameras must include infrared capabilities for enhanced night vision.

7. Integration of environment sensors that interface with camera systems and provide real-time alerts.

8. Motion zone capabilities for precise monitoring and alert customization.

9. The system must be able to adopt the most recent camera installations on campus.

10. Walkthrough must be completed to determine Camera counts / Wiring Runs.

11. The system proposed must have the ability to integrate existing Hanwha cameras that were installed in the summer of 2023 & Verkada cameras that were installed in 2025. The district will provide a map of locations we feel are absolutely necessary for coverage.
